There are three primary levels of solidarity:

-protection and sharing of values

-internal policy (budget)

-external relations

Angel Miguel Navarro Portera: Solidarity in the European Union does exist; it is a vital, living process with "many faces". It has been manifested in the EU legislation, which is one of the most lasting processes in the creation of the EU structures. The coherence of the economic policy is one of the most important processes in the creation of the European Union.

Milan Urban: European solidarity has been built for over 50 years. It is neither the first, nor the last step in building of the United Europe; it is the challenge of the 21st century. The goal of the member countries should be construction of individual economic and social relationships.

Mayhew Alan: There is solidarity in the EU countries. One of its most important determinants is the compromise, which the members of the Union managed to reach. Financial solidarity is vital here as well.

Will the European Union allow Poland to use more than 4 percent of GDP?

-Yes, if we prove to use it suitably.
